The article considers the phenomenon of state control over the flow of information on the Internet. The theoretical analysis of strategies for regulating the Internet and ensuring the security of the individual and the state in the conditions of rapid development of information technologies is carried out. A qualitative comparative analysis was carried out, which made it possible to identify combinations of factors affecting the level of Internet freedom in different countries.
